5th ParlaTIC Congress at the Spanish Senate

AI is already changing how software gets built, public institutions included.

On 15 and 16 October 2026, the Spanish Senate hosts the 5th ParlaTIC Congress, the association of IT, communications and audiovisual professionals from Spain’s parliaments, the Cortes and the regional legislative assemblies. This year’s theme: the challenges of applying artificial intelligence in parliaments.

David will cover how the development lifecycle changes when AI enters every phase — from specification to code, testing and operations — and what it takes to keep that change governed and auditable in a public institution.

The programme

Two days of talks from the Senate itself, the Cortes Generales, regional parliaments and industry: AI usage guidelines at the Senate, AI in parliamentary audiovisual work, legislative intelligence, international use cases, information retrieval beyond RAG systems, and defending against hostile uses of AI.
